A person's performance may vary over time, from good to poor. However, the tendency is to allow single isolated incidents to influence our judgement and prevent us seeing what the overall performance is. Someone may do something particularly good or bad and our judgement is permanently coloured as a result. Or we may allow recent events to outweigh less recent events. Organisations value competence in different ways - some value technical expertise, others commitment in hours; some see initiative as critical, others try to develop clones of the management. This activity demonstrates how individual assessment can be compared to group assessment. The differences can then be examined and a consensus agreed. As a result, participants become aware of any bias and learn to overcome it. Evidence, in the form of case studies, helps to check our participants' assessment capabilities.

The activity begins with an explanation of what performance management is about. Each participant reads a case study based on performance evidence individually and then, without conferring, each participant completes an assessment of competency level for leadership, management and development of staff, communication, teamwork and interpersonal skills, giving their reasons. In groups the participants compare their decisions and discuss and record any differences, becoming aware of why this should be and of any bias that has arisen. Each group agrees a consensus competency level and any possible performance improvements. Their findings are discussed in a plenary session. The activity concludes with a look at the benefits and advantages of appraising performance using a competency framework and a review of the key learning points.
